libgff-dev software package provides GFF/GTF parsing from cufflinks as a library, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgff-dev
libgff-dev is installed in your system.
Make ensure the libgff-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgff-dev *
You will get with libgff-dev package name, version, architecture and description in a table
